Welcome to the Safe Clean Water Stormwater Investment Plan (SIP) Programming Tool

The Safe Clean Water Stormwater Investment Planning Tool is used to track Stormwater Investment Plans (SIPs) across the nine (9) Watershed Areas in LA County and support decision-making by Watershed Area Steering Committees (WASCs) following Calls for Projects. Each SIP details the schedule of funding for the Watershed Area’s Regional Program, which receives 50 percent of the revenue for the implementation of projects and programs that will increase water supply, improve water quality, and provide community enhancements. Background information regarding the Regional Program can be found at the bottom of this page.

During periods following Calls for Projects when WASCs are considering funding decisions, the SIP Tool will show all projects under consideration, otherwise the SIP Tool will only show the projects that have been recommended for funding by the WASCs.

There are four sections in the SIP Tool: the Navigation Ribbon, the SCW Funding Summary, the Stormwater Investment Plan Preview, and the Project Selection & Details panes.

Navigation Ribbon

TThe Navigation Ribbon at the top of the page has the highest-level SIP selections through dropdowns for Watershed Area, Call for Projects fiscal year, and Funding Scenarios that have been saved by the District.

Project Selection & Details

There are two buttons in the upper right to access the Project Selection & Details tables. During open Calls for Projects, these tables allow projects to be toggled off and on to inform funding decisions by the WASCs. These tables also display the year-by-year funding schedule which can potentially be modified by WASCs when considering funding scenarios.

The first pane icon allows access to the “short” side table which allows quick toggle access for current projects. The second pane icon provides access to the full selection and details table including year-by-year funding. Cells in the table with a light-green background have been edited from the original funding schedule requested by the Applicant (as pulled directly from the application in the SCW Projects Module).

The previous FY tables listed at the bottom show the previously-funded projects by the WASC. Cells in the table with a light-green background have been edited from the funding schedule approved by a previous WASC.

SCW Funding Summary

The SCW Funding Summary displays the toggled or selected projects for the Call for Projects. The two pie charts and bar chart on the left show the projects included in the selected Call for Projects (not projects funded through previous Calls for Projects). The charts on the right showing funding summaries for all projects to date, as the DAC and project-type percentages are tracked over the 5-year program and not necessarily year-by-year. By clicking on the charts or using the radio buttons, the Fiscal Year or project type can be filtered.

Stormwater Investment Plan Preview

This section displays the financial summary of the SIP for the next five Fiscal Years based on selected projects. This summary table compiles the selected projects and their funding schedules for the projects under the current Call for Projects and the previously-funded projects. These tables are updated based on the projects that are selected/toggled and the schedules of funding for those projects. The “Funding Scenarios” at the top of the page reflect combinations of “toggled” projects and their funding schedules.

Background

Three types of projects can be funded under the Regional Program:

  • The Infrastructure Program provides funding for regional multi-benefit watershed-based projects. Not less than 85% of the Regional Program funds will be allocated for implementation of stormwater capture projects.
  • The Technical Resources Program is a part of the Regional Program provides resources to community groups, municipalities, and individuals who need technical assistance to develop their project concepts (<10% of Regional Program funds).
  • The Scientific Studies Program is part of the Regional Program to provide funding for activities such as scientific studies, technical studies, monitoring, and modeling (<5% of Regional Program funds).
